Fáilte Isteach is a community project with older volunteers welcoming new migrants through conversational English classes. Failte Isteach utilizes the skills, talents and expertise of older volunteers and harnesses their desire to contribute positively to society.
Fáilte Isteach works at breaking down the barriers that migrants and communities face by extending the hands of friendship and goodwill through the practical, welcoming and inclusive manner in which the programme is delivered. Failte Isteach provides more than the transfer of skills and knowledge. It is making a positive difference to everyone involved.

Function/description and offer

Meath Partnership administers the Local & Community Development Programme in Meath.  This programme seeks to address disadvantage and to provide opportunities in this context for individuals and groups in society whose quality of life and economic circumstances can be improved.

The programme prioritises marginalised people and groups within the most disadvantaged communities, which means that it targets those furthest from access to education, training and employment, and those at highest risk of social exclusion.

The National Consultative Committee on Racism and Interculturalism (NCCRI) is an independent expert body focusing on racism and inter-culturalism. Their aims are as follows:

Equality Tribunal

Function/description and offer

The Equality Tribunal is the impartial forum to hear or mediate complaints of alleged discrimination under equality legislation. It is independent and quasi-judicial and its decisions and mediated settlements are legally binding.
The equality legislation prohibits discrimination on 9 grounds - gender, civil status, family status, sexual orientation, religion, age, disability, race and membership of the Traveller community.
Their mission is to contribute to a fairer society through providing a fair, accessible and impartial forum to remedy unlawful discrimination.

Office for the Promotion of Migrant Integration

Function/description and offer

The Office for the Promotion of Migrant Integration has a cross-Departmental mandate to develop, lead and co-ordinate integration policy across other Government Departments, agencies and services. The functions include the promotion of the integration of legal immigrants into Irish society, the establishment of new structures for this purpose, the management of the resettlement of refugees admitted as part of the United Nations Resettlement Programme and the administration of funding from national and EU sources to promote integration.

This Ministry rules a lot of departments of the country; some responsibilities are:

Europejskie Służby Zatrudnienia EURES (EURopean Employment Services)

EURES is an international network for cooperation of public employment services and their partners on the labour market (local/regional authorities, trade unions, employers’ organizations).

Its objective is to support job mobility on the European labour market.

EURES area covers the member states of the European Economic Area (UE counties, Norway, Iceland, Liechtenstein) and Switzerland.

EURES network promotes geographical and professional workers’ mobility providing information, advice and help to job seekers interested to undertake employment abroad as well as to employers who want to hire workers.

EURES function on the basis of: e-portal of the European Commission -  European Job Mobility Portal (www.eures.europa.eu) and the network of around 850 advisors. Those advisors are: providing international job placement services, information about living and working conditions and the situation on the European labour market, carrying out counseling services and support for job seekers in finding appropriate work,  assisting employers while looking for workers with concrete vocational qualifications, implementing and managing international recruitment projects.

Recruitment services offered for UE/EEA employers by EURES services in Poland:
- informing on labour markets(information on situation on regional labour markets and in individual professions and sectors);
- publishing of job offers by Polish labour offices;
- support in preparation of job offer's requirements and translation into Polish language;
- international recruitment projects (collecting CVs and other relevant application documents from the candidates, carrying out job interviews, selecting relevant candidates according to the employer's needs).

Recruitment services for the Polish employers interested in hiring EU/EEA citizen:
- possibility of submitting a job offer on the European Job Mobility Portal;
- dissemination of information about job offer and recruitment services held by a foreign EURES adviser  (collecting CVs, selection of candidates, carrying out job interviews abroad).
Employers may also benefit from the opportunities offered by the European Job Mobility Portal (database of CVs of people interested in working abroad, database of job offers accessible for each EU/ EEA citizen).
EURES organize international job fairs for foreign employers and people looking for job abroad.

Employment agencies are non-public organizational units providing services in the domain of employment placement with Polish and foreign employers, vocational counselling, personal counselling and temporary work.

In Poland, employment agencies operate in several forms: employment intermediation agencies, temporary employment agencies, HR consulting agencies, and career counselling agencies.

All agencies should be registered and have an appropriate certificate (public employment services keep a register of private agencies that are recognized by the local authorities).
Employment intermediation agencies assist job seekers in finding appropriate employment, assist employers in finding workers with the right qualifications, and direct workers to jobs abroad with foreign employers.

Local labour office carries out tasks in scope of employment promotion, combating adverse unemployment effects and vocational activation.

Local labour office main tasks:

  • assist the unemployed and job seekers in finding work, help the employers in acquiring employees through employment placement and vocational guidance;
  • register the unemployed and job seekers;
  • initiate, organize and finance labour market services and instruments;
  • grant and pay out allowances and other benefits in virtue of being unemployed;
  • organize and finance trainings;
  • carrying out tasks, resulting from the right to free movement of workers, in particular through the realization of tasks related to the participation in the EURES network

Instytucje szkoleniowe / Training institutions

Training institutions are public and non-public entities carrying out tasks in the field of non-school education (continual education – vocational competences, improving skills concerned with moving on a labour market).

Among forms of non-school education there are: courses, training workshops, seminars/conferences,  practices, internships, professional preparation as well as postgraduate studies.

Registration with the register of training institutions is a prerequisite condition for any training institution offering  courses for the unemployed and employment seekers to apply for public resources for such courses from EU aid funds, the Labour Fund, the National Disabled Persons Rehabilitation Fund (PFRON). Registers of training institutions are carried out by the Voivodeship Labour Offices.

Some of training institutions are public units financed from the self-government financial resources. Most of them act on a commercial market and collect charge for services. They may also apply for receiving a commission from labour offices and subsidy

Śląski Urząd Wojewódzki / The Silesian Voivodeship Office

The government administration body on the territory of the Silesian Voivodeship.

Poland is divided into 16 administrative regions - Voivodeships. The Prime Minister appoints a Voivode for each Voivodeship upon the motion of the Minister of the Interior and Administration. The Voivode represents the Polish Government and the central administration.

The Silesian Voivodeship Office supports the Silesian Voivode in performing his statutory tasks. These are:

  • to implement the Government's policies, including regional policy, in respect of local conditions,
  • to control activities of government administration units (Police, Fire and Rescue Service, Education Authority, Regional Service for Historic Monuments Preservation etc.) and secure proper conditions for them to act effectively,
  • to ensure cooperation between central administration and self-government units in emergency situations of natural disasters and when environment, country's security and civil rights are endangered,
  • to represent the Council of Ministers at national ceremonies and during the visits of representatives of other states,
  • to co-operate with representatives of foreign states and international governmental and non-governmental organizations,
  • to supervise activities of local self-governing bodies in the region (at the level of municipalities, administrative districts and regions).

Among tasks carried out by the Silesian Voivodeship Office there are issues concerning legalisation of the foreigners' and EU citizens’ stay on the territory of the Republic of Poland (Department for Citizenship and Foreign Nationals, The Foreign Nationals Unit: granting of a travel and settlements documents to a foreigners, carrying out a registry of invitations, making a decision on issuing a residence permit as well as work permit for foreigners in Poland).

„Zielona Linia” is a contact centre for the labour office clients from the territory of the whole country. The centre provides information about current job offers, trainings, services of labour offices and other labour market-related issues.
By dialing 19524, it is possible to gain the following information: current job offers (in Poland and abroad), sources of business financing, possibilities of vocational trainings and retraining, registration of the unemployed and those seeking employment, the unemployment benefit, labour market services and instruments. Employers may benefit from a recruitment services ( putting an offer on job web portals, also on www.zielonalinia.gov.pl, pre-selection of applications, creating a report on a recruitment process).
